Senior Project Engineer
===========================
(KPP) EPC Project
=====================
Company: SEGI
Project: Kirkuk Power Plant (KPP) — EPC
Location: United States – split between the SEGI office and the engineering subconsultant's office
Reports to: Project Manager (Kirkuk Project)
Direct reports: Civil, Mechanical, Electrical and I&C Engineers (as assigned); engineering subconsultant team (contractual)
Position Summary
--------------------
The Senior Project Engineer is SEGI's technical lead across the engineering, procurement and construction interfaces on the Kirkuk EPC project. The role takes SEGI's design scope from mid-design to issued-for-construction (IFC) and as-built status, coordinates procurement and EXIM-compliant delivery, and supports construction and commissioning remotely from the US. A Project Engineer may be considered for strong EPC candidates.
KPP converts an existing simple cycle plant in Kirkuk, Iraq, to combined cycle. The project is financed by the US Export-Import Bank (EXIM), and SEGI is the EPC contractor, delivering it with construction and commissioning subcontractors. Most major equipment has been manufactured; the focus now is completing engineering, closing out procurement and logistics, and supporting construction.
Key Responsibilities
------------------------
Design Management
- Manage the engineering subconsultant's scope, man-hour budget, schedule and deliverable register; track progress against planned issue dates.
- Set and enforce the design basis, project specifications, codes and standards, and owner (MoE) requirements.
- Chair weekly engineering progress meetings and multi-discipline coordination meetings.
- Integrate OEM engineering (HRSG, steam turbine, generator and major packages) into the subconsultant's design, and close out vendor holds on drawings.
- Run formal design reviews at 30/60/90% and IFC, and track every comment to closure.
- Lead HAZOP, SIL, constructability and operability reviews, and close out actions.
Discipline Scope (lead and coordinate)
- Mechanical and process: heat balances, P&IDs, HRSG and steam turbine integration, steam and feedwater, condensate, cooling, water treatment, fuel and auxiliary systems, equipment layouts.
- Piping: plot plan, 3D model reviews, high-energy piping, stress analysis, supports, and tie-ins to existing plant.
- Electrical: single-line diagrams, generator and step-up transformers, switchyard and grid connection, MV/LV distribution, protection and relay coordination, earthing and lightning protection, cable schedules.
- Instrumentation and control: DCS architecture, integration with existing gas turbine controls, control narratives, instrument index, loop, cause-and-effect and logic diagrams.
- Civil and structural: geotechnical input, foundations for HRSG, steam turbine and BOP equipment, steel structures, pipe racks, drainage and roads.
- Fire protection and HVAC: fire detection and suppression, buildings and enclosures.
Brownfield Interfaces & Tie-ins
- Verify existing plant data and as-builts with the site team, and close information gaps that affect design.
- Define tie-in points, tie-in packages and outage windows with the existing simple cycle units.
- Maintain the interface register between new and existing plant, and between SEGI and subcontractor scopes.
Engineering Studies, Approvals & Change
- Review and approve key calculations: performance guarantees, hydraulic, load flow, short circuit and protection studies, structural and foundation calculations.
- Confirm the design suits Kirkuk site conditions, including high ambient temperatures, dust and water quality.
- Manage submission of deliverables to MoE and its engineer, tracking approval codes and resubmissions; ensure revision control, transmittals and the master document register are accurate.
- Own technical queries, deviations and the engineering change register; assess the technical basis, cost and schedule impact of change orders and prepare technical input for submission.
- Deliver as-built drawings, final data books, O&M manual input and the final engineering dossier for handover.
Procurement Coordination
- Prepare and review technical specifications, requisitions and technical bid evaluations.
- Review vendor drawings and data, and approve against specification.
- Track manufacturing, inspection and test plans, FATs and release for shipment with the expediting team.
- Coordinate packing, shipping and logistics so deliveries meet EXIM financing requirements, including US-content and shipping rules.
- Manage remaining long-lead and balance-of-plant packages, spares and site-delivery sequencing.
Construction Support
- Act as the engineering point of contact for the site team: answer RFIs, resolve field changes and non-conformances.
- Support construction sequencing, installation methods and lifting plans with constructability inpu
